The Achaemenid model of sponsoring local temples and religious practices was a genuine policy of accommodation; the Roman persecution of Christians was a response to a specific theological claim (exclusive truth) that the Roman system had no mechanism for accommodating.

The Jews in the Roman Empire represent the most extensively documented case of minority religious status in antiquity. Jewish communities were spread across the empire by the 1st century AD; estimates range from 6-10% of the total empire population. They had legal rights including exemption from military service (which required sacrifices to Roman gods), protection of their Sabbath observance, and the right to maintain their own courts for internal community matters.

The eruptions of violence — the Jewish-Roman wars of 66-73 AD, 115-117 AD, and 132-135 AD — were catastrophic for Jewish communities in ways that reshaped Jewish history permanently. The destruction of the Temple in 70 AD ended the sacrificial cult and forced the development of a diaspora Judaism centered on synagogue and scriptural interpretation rather than Temple ritual. The Bar Kokhba revolt (132-135 AD) resulted in the complete expulsion of Jews from Judea.

The treatment of Christians in the Roman Empire was inconsistent and regionally variable for most of the 1st-3rd centuries, punctuated by systematic persecution under Nero (64 AD), Decius (249-251 AD), and Diocletian (303-311 AD). The official grounds for persecution were not theological but civic: the refusal to perform the sacrifices that maintained the pax deorum (peace with the gods) that the Roman religious system required.
